    set oven to 325 degrees.

    -in one bowl, mix flour, salt, and baking powder.
    -in another bowl, mix sugars, butter, vanilla, and eggs
    - then alternate the flour mixture with the milk until you get a smooth batter 
    this recipe makes about 12 cupcakes

    frosting:
    -blend the butter and powdered sugar together
    -add the salt, cream, and vanilla (blend until no lumps)
    - mix the dulce de leche in
